REPower EU 2024

What is the REPower EU 2024 Program?

The REPower EU 2024 program is part of the National Recovery and Resilience Plan (PNRR) and aims to increase the energy independence of households in Romania by promoting the use of renewable energy. It is structured in several stages, each with specific components to facilitate access to funding.

Who can enroll in the REPower EU 2024 Program?

The REPower EU 2024 program is carried out in two stages:

• Stage I targets vulnerable consumers who have not installed a photovoltaic system and those who already have a minimum 3 kW photovoltaic system without batteries.
• Stage II is designed for the general population who have not installed either system.

Stage I

Stage I is divided into two components:

• Component A: Intended for vulnerable consumers to install photovoltaic systems of at least 3 kW and battery systems of at least 5 kW. The allocated budget is EUR 200,000,000, corresponding to 40,000 vouchers.
• Component B: For individuals who already have a photovoltaic system of at least 3 kW and wish to add battery systems of at least 5 kW. The allocated budget is EUR 100,000,000, corresponding to 20,000 vouchers.

The value of a voucher is calculated in RON based on the exchange rate from August 2024, which is 1 euro = 4.9766 RON.

Stage II

Stage II is designed for the general population who have not installed any photovoltaic system and want to install a system of at least 3 kW with a storage system of at least 5 kW. It is scheduled to start in March 2025, with a budget of EUR 310,762,260, corresponding to approximately 62,000 vouchers.

Required Documents for Registration

Before applying to one of the approved installers, verify your eligibility and prepare the following documents:

1. Valid identity document: The address of residence must match the address of the residential building targeted by the project.
2. Land registry excerpt: Issued within a maximum of 60 days before the submission of the file.
3. Initial energy performance certificate: Issued according to current legislation, but no older than February 1, 2024.
4. Document from the County Directorate for Culture: Certifying that the property is not classified as a historical monument or located in a protected area.

How to Enroll in the REPower EU 2024 Program

1. Select an installer: Starting from October 24, 2024, you can choose an installer from the list of authorized ones and submit your registration file.
2. Eligibility verification: The installer will check the beneficiary’s eligibility and may request additional clarifications if necessary.
3. Sign the contract: After confirming eligibility, sign the commercial contract with the chosen installer.
4. Submit the funding application: Installers can submit only one funding application, covering a maximum of 1,000 beneficiaries.
5. Project implementation: The project must be completed by September 30, 2025.

Requirements for Installing Batteries through REPower EU 2024

To receive the 5,000 EUR voucher, you must have a photovoltaic system of at least 3 kW, battery capacity of at least 5 kW, and ensure compatibility with existing equipment.

Technical Requirements for Converting an On-Grid System to a Hybrid System

To convert an on-grid photovoltaic system to a hybrid one, the following additional components are needed:

• Hybrid inverter: To connect solar panels, batteries, and the grid.
• Back-up box: To provide power to the home in case of a blackout.
• Three-phase compatibility: If the home uses a three-phase system, the equipment must be compatible.

This transformation ensures that the home is powered even in case of outages and optimizes the use of stored energy.
